Dear Sam Rae,
I’m a resident of {[Suburb]} and I’m writing to ask you to publicly oppose the proposed HiQ waste-to-energy incinerator at 570 Sunbury Road, Bulla.
With the community petition being tabled in Parliament, I’m asking you to:
1) state your position on the proposal,
2) raise local community concerns, and
3) advocate for waste reduction and recycling solutions instead of long-term incineration.
Based on the information available, the facility would process up to 750,000 tonnes of waste per year, operate 24/7, and include a stack over 60m tall, close to homes and waterways.
My main concerns are:
• Health and air quality: proximity to homes means emissions and monitoring must be treated with extreme caution and full transparency.
• Environmental impacts: high water use and the generation/handling of toxic ash raises serious concerns for waterways and ecosystems.
• Traffic and safety: increased heavy vehicle movements would add noise, congestion and road safety risks on local roads.
• Waste policy: large incinerators can lock communities into long-term “feedstock” demand, undermining recycling and circular-economy pathways.
• Social licence: local opposition has been clear and sustained.
One local reason this matters to me: {[add 1 sentence — e.g., “My family lives in ___,” “I commute via ___,” “Our kids’ school is near ___.”]}
Could you please reply with your position and the actions you will take? I’d appreciate a response by {[date]}.
Kind regards,

Dear [Title and Name of Politician],
Re: Petition Opposed to Proposed HiQ Waste-to-Energy Incinerator at Sunbury/Bulla
I am writing as a concerned resident to formally express my opposition to the proposed HiQ waste‑to‑energy incinerator at 570 Sunbury Road, Bulla in the lead up to the tabling of the petition tabled on XX/XX/202X
With the parliamentary members being given the time to speak on this issue, I urge you to use the opportunity to oppose the proposed incinerator.
The proposed facility would burn up to 750,000 tonnes of waste per year, operate 24 hours a day, 7 days a week, and include a smokestack greater than 60m tall, all located near homes and waterways.
My concerns include, but are not limited to, the following:
1. Public Health and Air Quality Risks
Emissions from waste incineration may include fine particulate matter and persistent toxic substances such as PFAS (“forever chemicals”), posing risks to children, older residents, and people with existing health conditions.
2. Environmental Impacts
The facility’s significant water usage and the generation of toxic ash raise serious concerns about long‑term impacts on local ecosystems, soil, and water quality.
3. Traffic, Infrastructure and Safety
Large volumes of waste transport will increase truck traffic, congestion, noise, and safety risks on local roads.
4. Economic and Community Impacts
Incinerators can negatively affect property values and lock communities into long‑term waste contracts, undermining recycling, waste reduction, and circular‑economy solutions.
5. Lack of Community Consent
The Sunbury community has demonstrated strong and ongoing opposition to this proposal, reflecting a clear lack of social license.
I respectfully request, that during the tabling of this petition, you share the concerns of the community with the parliament and oppose the proposed incinerator.
A written response to this letter would be greatly appreciated.
Yours sincerely,
